I’d guess more intelligent Pokemon or Pokemon that don’t need to continue their species/can’t mate (Psychic types, Legendaries, Ghost types, Steel types [Actually how do steel types have egg groups, Magneton and Klinklang are just robots, but this is a kid’s game, so it’s stupid of me to even ask], etc.) wouldn’t go into heat because it isn’t necessary. If Lopunnys don’t breed, they go extinct. If Gengar didn’t breed, they’re already dead, so it doesn’t need to happen. If Alakazam needed to breed, they’d be smart enough to know when the best time would be in order to avoid overpopulation or a risk of extinction. Lucario also has telekinesis or something so I’d assume they wouldn’t go into heat due to being pretty intelligent to the point where it’s unnecessary.
